The Radio Oceanography Laboratory (radlab), formerly the Satellite Oceanography Laboratory, was established by Pierre Flament in 1988, when he joined the University of Hawai'i at Manoa.

In 1998, the laboratory developed a new research avenue, acquiring land-based High Frequency Doppler Radio Scatterometers (HFDR), capable of mapping ocean currents to hundreds of kilometers by scattering radio waves from the surface. In the subsequent years, this technique became the core activity of the laboratory, with projects and collaborations around the world: Hawaii (since 2002), Italy (2002-2004), Philippines (since 2008), Taiwan (since 2018), Mexico (since 2005), France (since 2012).
